In the 19th century, the Prince Regent of the Qing Dynasty orders the mass execution of the entire Meng clan. Selama bertugas sebagai mata-mata CIA, Bob Ho (Jackie Chan) sering harus menghadapi tugas yang bisa dibilang mustahil diselesaikan.
